RWD thrives on providing actors with websites, however in the case of established people who may well have fans, we do not want to take anything away from fans. 

If you, as a fan, have poured your heart and soul into a fan site, there is nothing worse than for it to be rendered useless due to the creation of an official site. We therefore encourage established people to think of the possibility of making a good fan site into an official site.
